1 總論
1.1  概述
蒙根-溫都爾銀多金屬礦位于蒙古國肯特。ㄊ校┠系吕窨h蒙根-溫都爾地區(qū),礦區(qū)中心位置為溫都爾查干,如圖1-1、表1-1。

礦區(qū)礦產(chǎn)開采特別許可證(證書編號(hào)10278A)于2007年01月29日取得,礦權(quán)登記起始日2005年8月11日,有效期30年,登記面積約1.73Km2 。礦區(qū)地理坐標(biāo)為:

1.2  編制依據(jù)
(1)設(shè)計(jì)委托書;
(2)《蒙根—溫都爾銀多金屬礦固體礦產(chǎn)資源儲(chǔ)量核查報(bào)告》。

(4)《爆破安全規(guī)程》(GB6722-2003);
(5)《金屬非金屬礦山安全規(guī)程》(GB16423-2006);
(6)《有色金屬采礦設(shè)計(jì)規(guī)范》[試行](YSJ019-92)。
1.3  設(shè)計(jì)基本原則
1.3.1  設(shè)計(jì)中所遵循的主要方針、政策和原則
(1)充分考慮礦區(qū)所在的自然地理環(huán)境和礦體特征,精心規(guī)劃和優(yōu)化設(shè)計(jì),最大限度地節(jié)約投資。
(2)選擇國內(nèi)外業(yè)已成熟可靠的工藝和技術(shù),使礦山開采實(shí)施方便快捷,效益明顯。
(3)優(yōu)先選用國產(chǎn)節(jié)能設(shè)備,使企業(yè)能充分利用我國在推廣國產(chǎn)化設(shè)備方面的優(yōu)惠政策,提高企業(yè)的經(jīng)濟(jì)效益。
(4)按照業(yè)主對(duì)礦山建設(shè)的要求,充分利用現(xiàn)有工程,礦山外部總圖運(yùn)輸設(shè)備及外部公路本次設(shè)計(jì)不再考慮。
(5)嚴(yán)格執(zhí)行國內(nèi)及礦產(chǎn)國頒布實(shí)施的礦產(chǎn)資源法、土地管理法、環(huán)境保護(hù)法、節(jié)約能源法以及礦山建設(shè)相關(guān)的規(guī)程、規(guī)范和上級(jí)主管部門的有關(guān)規(guī)定。 
(6)貫徹執(zhí)行我公司確定的質(zhì)量方針,嚴(yán)格按質(zhì)量體系文件的要求開展設(shè)計(jì)工作,精心設(shè)計(jì),不斷優(yōu)化設(shè)計(jì)方案,確保設(shè)計(jì)方案技術(shù)先進(jìn)、安全可靠、建設(shè)周期短、投資省、見效快、成本低、經(jīng)濟(jì)效益顯著。
1.3.2  企業(yè)專業(yè)化協(xié)作和裝備水平的基本原則
根據(jù)設(shè)計(jì)委托方對(duì)今后辦礦模式的設(shè)想,公司所屬原料基地礦山均采用自辦方式,在滿足安全、可靠的前提下,項(xiàng)目的裝備水平、自動(dòng)控制水平達(dá)到國內(nèi)同行業(yè)一般水平即可。企業(yè)專業(yè)化協(xié)作主要為外部運(yùn)輸,可由當(dāng)?shù)厣鐣?huì)運(yùn)輸車輛解決。
(1)貫徹“生產(chǎn)安全,技術(shù)可靠,節(jié)省投資,提高效益”的設(shè)計(jì)指導(dǎo)方針;在保證經(jīng)濟(jì)效益的前提下,安全高效充分的回收礦產(chǎn)資源;
(2)統(tǒng)籌規(guī)劃,合理實(shí)施,對(duì)項(xiàng)目的整體合理性予以充分重視;
(3)貫徹執(zhí)行國家和地區(qū)對(duì)環(huán)保、勞動(dòng)安全、工業(yè)衛(wèi)生、計(jì)量、消防等方面的有關(guān)現(xiàn)行規(guī)定和標(biāo)準(zhǔn),做到“三同時(shí)”。
Feasibility Study on the Exploitation of Mongon-Ondor Silver-polymetallic Deposit
1 General Information
1.1  Overview
Mongon-Ondor silver-polymetallic deposit is located in Mongon-Ondor area in Nandelage (pinyin) County, Khentii province, Mongolia, with the center of mining area at Ondor Tsagaan, as shown in Chart 1-1 and Table 1-1.

The special mining license in mining area (License No.10278A) has been obtained on January 29, 2007. The mineral right registration commenced on August 11, 2005 and is valid for 30 years, with registered area of about 1.73km2. The geographical coordinates are as follows:

1.3 Basic Design Principles
1.3.1 Main guidelines, policies and principles in design
(1) Take natural and geographical environment which mining area locates in and characteristics of ore body into full consideration with elaborated planning and optimized design to save the investment to the utmost extent.
(2) To adopt consummate and reliable techniques which make mining to be carried out in convenient and fast way, accordingly remarkable benefit will be gained.
(3) Domestic energy-saving equipment is given priority in enterprise. With fully facilitation of favorable policies of our country, the enterprise profit will be improved.
(4) According to owner’s demands for mine construction, existing projects will be fully utilized in this design regardless of external general plan transportation equipment and external roads.
(5) Strictly implement mineral resources law, law of land administration, environmental protection law; energy conservation law, regulations of mine construction in our country and other countries of dominant mine productivity, and relevant regulations from supervisor departments.
(6) Keep in line with quality guideline of our company, all works should be carried out according to quality system files. This elaborated design and continuous optimizing project aim to make sure that the design plan is advanced, reliable with short term construction, low investment and cost, faster result and quick economic benefit.
1.3.2 Basic principles of enterprise specialization and cooperation, and equipment level
According to consigner’s blueprint of future mining mode, mines in company-owned raw material base are self-running mode. In the premises of safety and reliability, it is acceptable that the equipment and automatic control just achieve domestic average level in the fellow trade. Enterprise specialization and cooperation mainly refers to external transportation by local transporting vehicles.
(1) “Safe production, reliable technology, economizing investment, improving benefit” is the design guideline that we adhere to. The mine resource will be recycled safely and sufficiently in high efficiency under the precondition that economic benefit is guaranteed.
(2)Plan the whole project in overall view and implement it reasonably. Attention should be paid to the integrity and rationality of the project.
(3)Relevant regulations and standards on environmental protection, working security, industrial hygiene, and fire protection must be executed thoroughly. “Three simultaneous” system should be met (i.e. environmental protection measures should be designed, constructed and implemented simultaneously along with the construction projects).
