The Design-Builder shall prepare and implement an Environmental Compliance and Monitoring Plan, which shall be incorporated in the Quality Management Plan that identifies key personnel roles and responsibilities, identifies procedures for environmental compliance, establishes procedures for identifying and correcting non-compliance and establishes procedures for emergency response. 設計建造商應制定并實施環(huán)境合規(guī)與監(jiān)控計劃，應納入質(zhì)量管理計劃中，以界定關(guān)鍵人員的角色與責任，界定環(huán)境合規(guī)的流程，建立用于界定與糾正不合規(guī)的程序，并建立應急程序。

General STD and HIV/AIDS Alleviation Campaign 一般性傳播疾病與艾滋病減緩工作
6.8.1 SCOPE 6.8.1 范圍
This section covers matters, which relate to the General STD and HIV/AIDS alleviation measures to be undertaken by the Design-Builder to all the workers and the community along the road corridor.  本節(jié)包含的內(nèi)容，涉及建造設計商對所有員工以及公路廊道沿線社區(qū)而實施的一般性傳播疾病與艾滋病減緩措施。
For this purpose the Design-Builder shall assign a specialist Sub-Contractor who can carry out the above services and have experience of at least three (3) years in the last five years working in a community in collaboration with the Community and local organization on HIV/AIDS.  為達到此目的，設計建造商應委派專業(yè)分包商，該分包商應能夠提供上述服務并在過去5年中有至少三（3）年的經(jīng)驗與社區(qū)以及當?shù)亟M織進行減緩艾滋病方面的合作。

6.8.2 PERFORMANCE REQUIREMENTS 6.8.2 工作績效要求
(i) The Design-Builder is expected to carry out knowledge Attitude and practice (KAP) on the current status of HIV/AIDS epidemic in the project road areas including the project influenced areas.  設計建造商，應在項目道路區(qū)域（包括項目影響區(qū)域），就當前艾滋病傳播狀況開展認識、態(tài)度、行為（KAP）方面的調(diào)查。
The target population of the project shall include all the workers and the community along the road corridor.   項目目標人群應包括公路廊道沿線的所有工作人員以及社區(qū)。
Based on the KAP survey finding the Design-Builder shall revise the action plan and implement after the approval of the client. 根據(jù)KAP調(diào)查結(jié)果，設計建造商應在業(yè)主審批后修訂行動方案并付諸實施。
(ii) The Design-Builder shall prepare an action plan for the period of the service, management and monitoring plans.   設計建造商應制定服務期間行動方案以及管理與監(jiān)控方案。
A detailed plan shall be prepared to monitor the implementation of the HIV/AIDS prevention and control activities and the impacts of the proposed roadwork during construction and after completion.  應制定具體方案，監(jiān)控艾滋病預防控制工作的開展以及擬建道路在施工期間以及竣工后的影響。
The Design-Builder should define a few indicators of prevention and control performance activities that can be monitored on a regular basis and also indicate the different eligible stakeholders in place to monitor the activities 設計建造商應規(guī)定幾個預防控制績效工作指標，此類指標應能定期監(jiān)控，并能指明能夠參與監(jiān)控工作的不同的、合格的利益相關(guān)方。

The Design-Builder shall provide information, education and communication (IEC) campaign about HIV/AIDS and STD to the project staff and the host communities (communities with the road influenced zones) at convenient places, for instance, a Base camp, Satellite camp etc.,  設計建造商應在方便的地方（如大本營、外圍營地等），為項目員工以及所在地社區(qū)（受道路影響的社區(qū)）舉辦信息教育與交流（IEC）活動
at least every two months.  至少每兩個月一次。
The Design-Builder shall also put posters, dispatches leaflets and pamphlets.  設計建造商也應張貼海報、派發(fā)傳單與小冊子。
The pamphlets, leaflets and brochures shall be prepared in the respective project roads area community language (i.e. widely spoken language) for easy communication and information sharing.  小冊子、傳單與手冊等均應使用項目公路沿線區(qū)域社區(qū)的語言來編寫（即廣泛使用的語言）以便于溝通與分享信息。
In occasions of IEC campaigns on HIV/AIDS to the roads communities, the Design-Builder shall take the opportunities to undertake sensitization of the community on environment and road safety issues to ensure sustainability. 在道路沿線社區(qū)舉辦信息教育與交流活動時，設計建造商應借此機會在社區(qū)普及環(huán)境與道路安全事宜以確�？沙掷m(xù)發(fā)展。
(a) The Design-Builder shall give Voluntary Counseling to the beneficiaries and establish  referral system with nearest Governmental and Non-Governmental health institutions  and shall pay for voluntary counseling and Testing Services and pay for treatment of opportunistic infections.  設計建造商應為受惠者提供自愿咨詢服務，并與就近當?shù)卣�府與非政府醫(yī)療機構(gòu)建立轉(zhuǎn)介系統(tǒng)，且應為自愿咨詢、檢測服務以及隨機感染治療付費。
(b) The Design-Builder shall establish network with health institutions (local Government, NGOs, Community Based Organizations, Faith Based Organization, Association, etc.)  設計建造商應與醫(yī)療機構(gòu)（如當?shù)卣�府、非政府組織、社區(qū)組織、宗教組織、協(xié)會等）建立合作網(wǎng)絡

(c) The Design-Builder shall make available at least 100 condoms per year for each members of the above construction staff and the host community.  設計建造商應為上述施工人員以及所在社區(qū)至少準備每人每年100個安全套。
The condoms shall be of the male and female types, which shall be provided in accordance with gender of the recipient .The condoms shall comply with the respective current WHO/UN AIDS specification and guidelines.  安全套應分為男用與女用，應根據(jù)接受者的性別而提供。安全套應符合相關(guān)的當前世界衛(wèi)生組織/聯(lián)合國艾滋病規(guī)范與指南。
(d) For care and support/nutritional supplement/not less than 200 birr per month for each worker living with HIV/AIDS has to be included in the project action plan. 對于感染艾滋病的工人，為了關(guān)愛與支持/補充營養(yǎng)/,每人每月應發(fā)放不少于200比爾(貨幣單位)的補貼，并應納入項目行動方案中。
(e) The Design-Builder, in collaboration with the Engineer, shall celebrate the ¡®¡¯World HIV/AIDS Day¡¯¡¯ on December 1 every year and prepare and incorporate all activities carried out on this day in a monthly or quarterly report.  設計建造商應與業(yè)主工程師合作，慶祝每年的12月1日的世界艾滋病日，準備并組織相關(guān)活動，要求在每月或每個季度報告中匯報活動進展情況。
(f) The Design-Builder shall prepare monthly and quarterly reports and submit to the Engineer and the client based on the format prepared by the client. 設計建造商應按照業(yè)主要求的格式制定月度和季度報告，并提交給業(yè)主工程師和業(yè)主。
(g) The Design-Builder shall closely work with the Engineer and the Employer and shall liaise with the representative of the Regional Health Office and HAPCO.  設計建造商必須應與業(yè)主工程師和業(yè)主主密切合作，并與當?shù)蒯t(yī)療辦公室和海南亞洲太平洋釀酒有限公司代表聯(lián)絡。
(h) The Design-Builder, as part of the contract, shall recruit a sociologist as a coordinator, a nurse as a counselor and an animator who can speak the local language and deploy in the field.
