分包商的高級(jí)工地工作人員應(yīng)
1 負(fù)責(zé)確保他的工地工作人員應(yīng)當(dāng)實(shí)施有關(guān)分包工程廢物管理措施，以滿(mǎn)足所需標(biāo)準(zhǔn)。
2 當(dāng)處理所有廢物管理事宜時(shí)，和主承包商及其他分包商通力合作
開(kāi)展現(xiàn)場(chǎng)拆建物料分類(lèi)工地座談，以促進(jìn)所有員工在拆建物料的處理、整理、重復(fù)使用和回收的意識(shí)。
2.0執(zhí)照要求
2.1 作為化學(xué)廢物生產(chǎn)者注冊(cè)
根據(jù)廢物處置（化學(xué)廢物）（一般）規(guī)定，化學(xué)品廢物（包括石棉在內(nèi)）生產(chǎn)者必須向環(huán)保署登記。
在施工中，設(shè)備/廠房會(huì)產(chǎn)生廢油和其他使用過(guò)的材料。因此，我們作為廢物生產(chǎn)者注冊(cè)。根據(jù)PS條款25.20(5)i，所有生成的化學(xué)廢物將被收集，并被專(zhuān)業(yè)承包商和持牌化學(xué)廢物收集者處置。
2.2 傾銷(xiāo)證到公眾填料
土地（雜項(xiàng)規(guī)定）條例規(guī)定將獲得傾銷(xiāo)許可證的提供合適建筑廢物的個(gè)人或公司，（如惰性建筑碎片：土壤、巖石、混凝土、磚、水泥石膏/砂漿，惰性建筑碎片、骨料和瀝青等）到公眾填料。證書(shū)由地政總署署長(zhǎng)授予土木工程拓展署權(quán)力頒發(fā)。在這份合同中，所有的惰性拆建如堅(jiān)硬的巖石和人工硬質(zhì)材料應(yīng)精簡(jiǎn)到200級(jí)巖石填充并交付到指定的工程范圍內(nèi)臨時(shí)堆存。
然而，根據(jù)PS第1.103條，所有非惰性拆建物料應(yīng)設(shè)置在新界東北堆填區(qū)。
3.0法定要求
以下立法和技術(shù)規(guī)范涉及到香港廢物的處理：
•廢物處置條例 （第354章）
•廢物處置（化學(xué)廢物）（一般）規(guī)定（第354章）
•廢物處置{建筑廢物處置收費(fèi)}規(guī)例{第354章N} - 建筑廢物處置收費(fèi)方案
•土地（雜項(xiàng)條文）規(guī)范（第28章）
•公眾衛(wèi)生及市政規(guī)范（第132章） - 公眾凈化及預(yù)防騷擾（市政局）和（區(qū)域市政局）附則
•環(huán)境保護(hù)署關(guān)于包裝、標(biāo)簽及化學(xué)廢物存放的實(shí)施規(guī)程（1992）
廢物處置條例禁止擅自處置廢物。建筑廢物沒(méi)有直接在廢物處置條例中定義，但被認(rèn)為屬于“貿(mào)易廢物”的范疇。根據(jù)廢物處置條例，廢物只能在環(huán)境保護(hù)署許可的區(qū)域處理。
根據(jù)廢物處置（化學(xué)廢物）（一般）規(guī)定，所有化學(xué)廢物（包括石棉）的生產(chǎn)商必須向環(huán)保署登記和處理其廢物，或者利用環(huán)保署許可的現(xiàn)場(chǎng)工廠，或者安排一個(gè)持牌收集商將廢物變?yōu)槌峙圃O(shè)施。條例還規(guī)定了現(xiàn)場(chǎng)提供的倉(cāng)儲(chǔ)設(shè)施，包括標(biāo)簽和警示標(biāo)志，并且要求書(shū)面程序和培訓(xùn)，以應(yīng)對(duì)緊急情況，如溢漏、泄漏或儲(chǔ)存化學(xué)廢物所產(chǎn)生的意外事故。
根據(jù)廢物處置{建筑廢物處置收費(fèi)}規(guī)定{第354章N} - 建筑廢物處置收費(fèi)方案，將簡(jiǎn)歷運(yùn)載記錄制度。 PECL應(yīng)為該合同單獨(dú)開(kāi)戶(hù)，并通過(guò)該賬戶(hù)支付費(fèi)用。 PECL應(yīng)對(duì)廢物運(yùn)輸商發(fā)行“代金券”，以在廢物處理設(shè)施中處理非惰性拆建廢物。
拆建材料(C&D) 的非惰性部分應(yīng)盡可能重復(fù)使用或回收，新界東北堆填區(qū)垃圾填埋地處理。拆建物料惰性部分應(yīng)該在填土上重復(fù)使用或在工地上的地盤(pán)平整工程。
附則的公眾凈化及防止騷擾對(duì)未授權(quán)（無(wú)照）的區(qū)域的非法傾倒垃圾提出了進(jìn)一步的控制。
7.0 Corrective Action
Waste control be part of the site inspection by Site Management Team and weekly site walk by Waste Control Coordinator / Environmental Engineer. In case of any non-compliance in respect of the waste management procedures, the following procedure would be followed:
1. The Construction Team would immediately notify the persons held responsible for not adopting the appropriate measures.
2. The Construction Team would report the incident to the Site Management.
3. The Construction Team would propose and carry out mitigation measures in a timely manner as specified on the Mitigation & Implementation Schedule.
4. The Site Management would evaluate the effectiveness of the mitigation measures, and insist on further mitigation measure if non-compliance still exists.
5. Once the mitigation measure is satisfactorily implemented, the non-compliance event would be closed and the event would be recorded. The construction team will be informed of measures to prevent reoccurrence of the non-compliance where possible.
6. The Inspection and Correction action record shall be submitted to ER.
8.0 Preventative Action
In order to ensure that waste mitigation measures would effectively implemented, the following preventive actions are will be adopted:
• The Construction Team will be directly responsible for waste management and will report directly to Site Management.
• The Site Management will supervise the Construction Team to record the waste production levels and make proper written records.
• The Site Management will arrange monthly review to the progress of waste management works at site.
• The Site Management will carry out quarterly and ad-hoc site walks to observe and report the waste production and handling carried out by the Construction Team.
• The Site Management and Construction Team will remind all workers and Sub-Contractors of the importance of proper waste management measures.
