1.1 安裝計(jì)劃Installation plan
1. 在成立現(xiàn)場(chǎng)施工安裝項(xiàng)目部后的30天內(nèi)，應(yīng)根據(jù)本工程的實(shí)際情況編制一個(gè)詳細(xì)實(shí)用的施工組織設(shè)計(jì)及質(zhì)量保證措施，并應(yīng)與土建施工和其它設(shè)備安裝工作相協(xié)調(diào)。內(nèi)容包括（但不限于）：With 30 days after the site construction installation project department is established, the comprehensive and practical construction organization and quality assurance measure shall be compiled according the practical condition of this project, and it shall be coordinated with the civil engineering construction and other equipments installation. The content contains (but is not limited to):
1) 工程概況、主要指標(biāo)。Project overview, principle indexes.
2) 工程項(xiàng)目分布圖表。Construction project distribution diagram.
3) 任務(wù)劃分、勞動(dòng)組織、施工組織。Task divide, labor organization, construction organization.
4) 施工及安裝計(jì)劃。Construction and installation plan.
5) 施工及安裝項(xiàng)目管理人員名單、施工及安裝技術(shù)人員名單、履歷及資質(zhì)證明。List of the construction and installation project management personnel, list of the construction and installation technical personnel, resume and qualification certification.
6) 各項(xiàng)專業(yè)配合、工序進(jìn)度（如線路、供電、動(dòng)照、通信、土建、通風(fēng)空調(diào)、給排水及消防、軌道、綜合監(jiān)控、屏蔽門、防淹門等內(nèi)容）。All the cooperation, process progress (like lines, power supply, lighting, communication, civil engineering, air-conditioning, water supply and drainage, fire protection, track, general monitoring, screen door, flood gate, etc.).
7) 施工方法、材料、設(shè)備供應(yīng)進(jìn)度以及測(cè)試計(jì)劃。Construction method, material, equipment supply progress and test plan.
8) 施工技術(shù)標(biāo)準(zhǔn)、技術(shù)措施、新工藝。Construction technical standard, technical measure, new process.
9) 保證施工質(zhì)量、環(huán)境管理和生產(chǎn)安全的措施。Measures to guarantee the construction quality, environment management and production safety.
10) 保證工程材料質(zhì)量的措施。Measures to guarantee the quality of the project material.
11) 工期保證措施。Measures to guarantee the project time limit.
12) 施工安全保證措施。Measures to guarantee the construction safety.
2. 應(yīng)根據(jù)本基本技術(shù)要求的規(guī)定，在合同執(zhí)行的各個(gè)階段向招標(biāo)人提交有關(guān)合同執(zhí)行的計(jì)劃和報(bào)告等，供審批。In accordance this basic technical requirements, the plans and reports of the contract implementation in all the stages of the contract implementation shall be submitted to Biddee for obtaining the approval.
3. 周/月進(jìn)度報(bào)告Weekly / monthly progress report
負(fù)責(zé)每周/月提供周/月進(jìn)度報(bào)告，周/月進(jìn)度報(bào)告包括但不限于以下內(nèi)容：Be responsible to prepare provide the weekly / monthly progress report in every week / month, weekly / monthly progress report contains but is not limited to the following items:
1) 上周/月進(jìn)度情況（安裝、調(diào)試、人員等情況）The progress condition in the last week / month (installation, debugging, personnel, etc.)
2) 下周/月計(jì)劃工作（安裝、調(diào)試、人員、需招標(biāo)人協(xié)調(diào)工作、申請(qǐng)支付計(jì)劃等情況）The work plan for the next week / month (installation, debugging, personnel, work need Biddee’s coordination, payment application plan, etc.)
1.2 監(jiān)理工程師Supervision engineer
1. 招標(biāo)人將委托監(jiān)理工程師負(fù)責(zé)對(duì)本項(xiàng)目中的施工及安裝、系統(tǒng)調(diào)試等進(jìn)行全過(guò)程監(jiān)理。投標(biāo)人在合同執(zhí)行的整個(gè)階段配合監(jiān)理工程師的工作和接受監(jiān)理工程師的監(jiān)督。Biddee will commission the supervision engineer to supervise the whole processes of the construction and installation, system debugging in this project. During the whole process of the contract implementation, Bidder will cooperate with the supervision engineer to accept the supervision from the supervision engineer.
2. 監(jiān)理工程師對(duì)投標(biāo)人選購(gòu)的設(shè)備和材料的來(lái)源進(jìn)行審核。Supervision engineer will check the source of the equipments and materials selected and purchased by Bidder.
3. 監(jiān)理工程師對(duì)投標(biāo)人在信號(hào)系統(tǒng)設(shè)備安裝過(guò)程中所采用的工藝文件的完整性和有效性進(jìn)行審查。Supervision engineer will check the integrality and validity of the process documents used by Bidder during the signal system equipment installation.
4. 監(jiān)理工程師對(duì)投標(biāo)人的質(zhì)量保證體系進(jìn)行審查。Supervision engineer will check the Bidder’s quality insurance system.
5. 監(jiān)理工程師對(duì)投標(biāo)人提出的階段生產(chǎn)進(jìn)度計(jì)劃及實(shí)施措施進(jìn)行審查。Supervision engineer will check the staged production progress plan and implementation measures proposed by Bidder.
6. 監(jiān)理工程師對(duì)生產(chǎn)進(jìn)度計(jì)劃執(zhí)行情況進(jìn)行跟蹤檢查，檢查和督促進(jìn)度計(jì)劃的實(shí)施，核批投標(biāo)人修正計(jì)劃。Supervision engineer will make the tracking inspection on the production progress plan implementation condition, supervise and urge the implementation of the progress plan, check and approve the Bidder’s modified plan.
7. 監(jiān)理工程師對(duì)投標(biāo)人采購(gòu)的重要原材料和關(guān)鍵外購(gòu)件的質(zhì)量進(jìn)行檢查，對(duì)于不符合有關(guān)規(guī)定和標(biāo)準(zhǔn)的外購(gòu)件，有權(quán)拒絕進(jìn)入生產(chǎn)流程。Supervision engineer will check the quality of the important raw material and critical bought-in components purchased by Bidder. If the bought-in components do not comply with the relevant regulations and standards, the supervision engineer has the rights to refuse to use these bought-in components in the production process.
8. 監(jiān)理工程師對(duì)投標(biāo)人的主要部件和關(guān)鍵工序進(jìn)行監(jiān)督，嚴(yán)格控制質(zhì)量。Supervision engineer will check the Bidder’s important parts and critical processes to strictly control the quality.
9. 監(jiān)理工程師參與驗(yàn)收分包商提供的主要設(shè)備材料。Supervision engineer will join the acceptance of the important equipments and materials provided by the subcontractors.
10. 監(jiān)理工程師對(duì)本項(xiàng)目的施工和安裝進(jìn)行全過(guò)程監(jiān)理，對(duì)投標(biāo)人的施工計(jì)劃、施工組織、施工方案、施工工藝、安裝標(biāo)準(zhǔn)、工程圖紙、安裝圖紙等進(jìn)行審查和確認(rèn)，對(duì)施工中的隱蔽性工程進(jìn)行現(xiàn)場(chǎng)確認(rèn)和簽認(rèn)。Supervision engineer will supervise the whole process of the construction and installation of this project, to make inspection and verification of Bidder’s construction plan, construction organization, construction plan, construction process, installation standard, engineering drawings, installation drawings, and to verify the hidden construction in the project on site and make the sign-off.
11. 監(jiān)理工程師將參加和協(xié)助信號(hào)系統(tǒng)的各項(xiàng)調(diào)試、系統(tǒng)調(diào)試、綜合聯(lián)調(diào)、驗(yàn)收等工作，負(fù)責(zé)監(jiān)督投標(biāo)人提供的設(shè)備性能是否達(dá)到技術(shù)規(guī)格書的技術(shù)要求。Supervision engineer will join and assist the debugging, system debugging, general combined test, verification and acceptance of the signal system. Supervision engineer will be responsible to supervise the performance of the equipments supplied by Bidder to see if the technical requirements of the technical specification are met.
12. 投標(biāo)人必須向監(jiān)理工程師免費(fèi)提交所有與項(xiàng)目有關(guān)的必需的數(shù)據(jù)及所有要求提供的資料。Bidder must submit all the project-related data and materials required to be provided to the supervision engineer in free.
13. 投標(biāo)人及時(shí)遵從監(jiān)理工程師的指導(dǎo)。Bidder shall comply with the instruction of the supervision engineer.
14. 監(jiān)理工程師在工作中的簽字確認(rèn)，并不能減少投標(biāo)人對(duì)產(chǎn)品質(zhì)量和工程質(zhì)量的責(zé)任。The sign-off by the supervision engineer in the project shall not reduce Bidder’s responsibility of the product quality and construction quality.
15. 監(jiān)理工程師有權(quán)要求投標(biāo)人立即撤換不能勝任本項(xiàng)目施工及安裝工作、玩忽職守、行為不端的人員。Supervision engineer has the rights to request Bidder to immediately replace the incapable, derelict and misbehaved personnel in the construction and installation of this project.
16. 監(jiān)理工程師有權(quán)對(duì)如下情況簽發(fā)停工指令：Supervision engineer has the rights to issue the stop work order in the following conditions:
施工及安裝人員未能按圖施工；The construction made by construction and installation personnel is not following the drawings;
施工及安裝人員的組成違反合同有關(guān)要求或不能勝任安裝工作，又不愿撤換；The composition of the construction and installation personnel is in violation with the contract-related requirements, or the personnel are incapable in the installation work, and the Bidder is not willing to make the necessary replacement;
施工工藝不合理或者必需機(jī)具不到位而開(kāi)始施工；The construction process is not reasonable, or the construction is made without the necessary equipments being in place;
違反安全作業(yè)要求，野蠻施工；The safety working requirements are violated, barbarous construction;
其它有損質(zhì)量及進(jìn)度的行為發(fā)生Other activities that damage the quality and progress happen.
投標(biāo)人應(yīng)為去工程現(xiàn)場(chǎng)的監(jiān)理工程師等提供工程現(xiàn)場(chǎng)的方便條件如辦公場(chǎng)所、工地飲水、工作午餐、工地交通工具等。Bidder shall provide convenient accommodations in the construction site for supervision engineer, like office, potable water in the construction site, working lunch, transportation vehicle in the construction site, etc.
